How does one put a new dive belt on that runs from the shaft turning the chuck to the motor. The front drive has a 3 speed wheel as the motor has a one speed fly wheel on it.
Consider one of the new link type belts. They allow you to cut off the old belt and thread the replacement thru the front pulley, without removing it (the inner spline spindle that holds the pulley has bearings fit tight to the pulley but allow raising r\the pulley). The links have a repeating pattern, so after removing a section to get close to length, remove, for example: every eighth link or twelfth link. My drill press allows raising the upper pulley which then has enough clearance for a continuous belt to slide under the lower bearing, when the quill and chuck are removed downward from the head.
