This is an approximate 3" tool, black with brass ended screws. It is a honing device with a rotating 1/2 center. No markings found.

What is it?

I am the owner of this jig but can find no information on exactly what it is or what it would be worth if I decided to sell it. It has 3 brass screws for multiple adjustment. I acquired this in an estate sale and the chisel was in it as pictured. I assume that it is a guide for sharpening chisels. There are no markings on it at all.
