Tape-Tule made in South Carolina

What is it ? I am not sure exactly. Two little saw blades come out when it is squeezed and it can be opened up to make wider cuts. It came out of the basement wood shop of a woodworker long gone.

Tape Tule

I saw an ad for this in a back issue of Popular Mechanics (as in May 1966). It says it is "a simple sturdy tool for dispensing and precision application of masking tape. Blades are blue steel, with sharp, heat treated serrated edges. It makes easy, fast and inexpensive what normally is the toughest, slowest, and costliest part of painting." The ad says Tape-Tule came out of a company with a marketing division in North Charleston, South Carolina.
