Unknown three handled tool (draw knife?)

This tool has no manufacturer markings ... either on the handles or on the metal. End to end length is 19", and the two blades are each 10 1/2" long.

The blades are shaped to an edge, but are currently very dull ... perhaps from use.

Any thoughts on its name, use, or age would be appreciated.

Similar to a Froe

It may be for splitting strips of ash off a log that will be used in basket weaving. Similar function to a froe, but working more delicate thin splits off the log by pulling and twisting as you go.
