*ROY-BEST

I have no idea what this hand tool is. It was my Dad’s from the 40’s or 50’s. It is about 9” long. When you screw the attached part down tightly on the threaded shaft the end pieces do split apart slightly, but at most about 1/32”. On the handle there are two words engraved where the best I can interpret the words are *ROY-BEST. I tried every combination of letters for the first letter of the first word I was still unable to find this tool. On the shaft above the threads the number “84” is etched and on the part that threads on to the shaft the symbols “+” and “#” are etched.
Any ideas?
