My dad gave this to me. I don't have any idea what it is and he has gone to be with the Lord.

It's called a fleam. As suggested, it is a doctor's lancet used for bleeding a patient.

What you have is an old medical tool used back in the days of blood letting. The pointed tang on each blade was very sharp and was used to cut into a vein to let the bad blood out. Many people developed infections because many doctors at that time knew little about infections being caused by germs.
